China to further simplify business registration system

China has decided to speed up the “all-in-one business license” reform to further unleash market vitality, according to a document released by the General Office of the State Council on May 12.
Measures are in place concerning the “five-in-one business license” and “two-in-one integration” reforms, which have stimulated market vitality to some degree, but problems still exist, such as redundant licenses for business registration, lack of support measures to implement the reform, and in some cases, enterprises still cannot start operations even with permission for market access.
The new reform is aimed at integrating all the licenses for business registration, record filing and other related affairs into one business license, to fully make real the “all-in-one business license and unified code”. The reform is set to be completed before Oct 1, 2017.
The document also called for efforts in information sharing, so that different departments can acquire unified data to simplify business registration procedures.
Related departments should follow the work pattern of “one set of file, one registration form, and one service window”, and increase efficiency by promoting “Internet Plus” government services.
