State Council stresses sense of benefit for sci-tech researchers

At the State Council executive meeting on Aug 23, Premier Li Keqiang stressed again the “sense of benefit” for science and technology researchers, which not only aims to release new incentives for them, but also urges the government and institutions to effectively implement support policies.
The move came as the previously released polices have not been carried out well, and the scientific researchers have not felt a strong sense of benefit yet.
Those at the Aug 23 meeting heard a report on incentives for scientific researchers, including shares, options and dividends, and management of sci-tech projects and related funds. Actually, many incentive policies were issued before the meeting.
In February 2016, interim measures on the equity and dividend incentive of State-owned technological enterprises was released. Also in the same month, the State Council issued a regulation on promoting the transformation of scientific and technological achievements.
Also in 2016, the guideline on further improving the capital management of government research projects and the notice on improving income tax policies relating to equity incentives and technology shares were released.
The benefit of these policies has been proven by the emergence of scientific research achievements and the growing vitality of scientific research faculty.
The latest State Council executive meeting listened to two reports in this regard, calling for further efforts on promoting the implementation of related policies on enhancing the sense of benefit to scientific researchers.
As Premier Li repeatedly stressed, intelligence among the people is of the greatest value, and he urged promoting scientific and technological innovation by innovating management system, and fully mobilizing the enthusiasm of the people.
The Premier also said when delivering the Government Work Report of 2016 that the unnecessary rules and formalities in the management of research projects should be abolished. The calling is for the purpose of enabling favorable policies take their effects, thus more sense of benefit can be felt by scientific researchers.
