Expand pilot reform of separating business licenses and administrative approvals

China will continue streamlining administration approvals and reducing red tape to improve the business environment, a State Council executive meeting, chaired by Premier Li Keqiang on Sept 6, decided.

The government will expand a pilot reform already being tested in the Shanghai Pudong New Area that allows for separate applications of business licenses and administrative approvals involving 116 approval items, to 10 free trade zones across the country, including those in Tianjin, Chongqing, and Liaoning and Zhejiang provinces.

Promote construction of quality certification system

The State Council executive meeting on Sept 6 decided to promote the construction of a quality certification system and strengthen supervision in order to enhance the quality of made-in-China products.

The meeting urged promoting an advanced quality management approach with intelligent and information-based technologies. The quality management system will suit different industries, focusing on the aviation, railway, automobile and information sectors.

Guidelines to lower school dropout rates

The State Council issued a circular to help prevent students, especially those in remote and poverty-stricken areas, from dropping out of school and enhance the enrollment rate of compulsory education.

According to the circular, all levels of government should earnestly implement the compulsory education law and the Law on the Protection of Minors to protect students’ right to education.

Vaccine circulation and regulation to be further strengthened

The China Food and Drug Administration and the National Health and Family Planning Commission issued a circular to further strengthen vaccine circulation and regulation to ensure supply.

The circular stressed that vaccines should not be transported with non-drug products and urged setting up a traceable record from production to use.

Management should be strengthened on vaccines’ validity to prevent expired vaccines into the supply chain, said the document.

Special action on campus food safety

China will carry out a nationwide special action on food risk prevention and control on campus, according to a circular issued by the China Food and Drug Administration.

The action will take place around the new semester in autumn and last one month. It will cover kindergartens, primary and middle schools, universities and colleges.

School canteens, cafes, restaurants and supermarkets on campus, and food stores and vendors in neighboring areas will all be checked.

Crackdown on fake advertisements

Ten ministerial departments, including the State Administration for Industry and Commerce, jointly released a work program on cracking down on fake advertisements.

The document urged strengthening advertisement supervision with focus on key media, sectors and content. Fake advertisements should be severely punished to secure an orderly advertisement market.

Regulate travel agencies’ businesses

The National Tourism Administration issued a circular to regulate travel agencies’ businesses in order to protect tourists’ legitimate rights and interests.

Local tourism administration departments are urged to actively protect tourists’ rights and promote reasonable tourism consumption among visitors.
