Continuing efforts should be made to increase the supply and improve the quality of housekeeping services, Premier Li Keqiang said at the State Council executive meeting on Feb 20.

Developing the domestic service industry can not only meet the needs of fast-growing aging populations and the full implementation of the two-child policy, but also help to expand domestic demand and boost employment, the Premier added.

According to statistics, the operating revenue of the domestic housekeeping service industry has reached 440 billion yuan in 2017, up 26 percent year-on-year. In China, 18.2 percent of families are in need of employees to look after minors, and 35.6 percent need someone to take care of the elderly. Meanwhile, 30.4 percent need help with both types of care.

Premier Li said the statistics represent the great development potential of the domestic housekeeping service industry.

Those at the meeting decided that housekeeping companies will be encouraged to enter communities to provide accessible and convenient services, and great efforts will be made to develop new formats in the industry, such as housekeeping e-commerce, and online agencies. In addition, a credibility system will be established to enhance supervision.

The Premier said a large number of professional, skilled people are in demand for the domestic housekeeping service industry.

Eligible colleges and vocational schools will be supported to start related majors, leading housekeeping enterprises to open housekeeping service schools and micro and small housekeeping companies will be given tax cuts, according to the meeting. Besides, for those who’ve lost their jobs and laborers registered as impoverished people, free training in housekeeping skills will be provided.

Premier Li stressed related departments should conduct targeted investigations and research to make more policies to boost the domestic housekeeping industry.
