China to advance publicity on public welfare undertakings

China will push forward transparency with regard to public welfare undertakings over three years, aimed at facilitating its development through the construction of a nationwide network of accessible information with full coverage, according to a guideline released by the State Council on Feb 26.

The guideline said that public welfare is of immense significance in improving people’s well-being, safeguarding an orderly society, and carrying forward the traditional ethos. Therefore, related authorities should further advance information openness.

The State Council laid emphasis on arrangements for information transparency in seven specific areas featuring poverty alleviation, social assistance, education, basic medical services, environmental protection, emergency relief, and culture and sports.

The guideline requested well-timed publishing of anti-poverty policies, plans, names of related projects, funds, duration of implementation, targets, results, units and persons in charge, tip-off phone numbers, among others. Additionally, details including identification and disqualification of those receiving aid and distribution of funds should be accessible to specific groups.

Information concerning education, covering related policies, development programs, allocation and utilization of funds, and financial aid for students in need should also be open to the public.

In basic medical services, related institutions are required to publicize information on disease control and prevention, and public health emergencies.
