“Attention should be paid to the employment of key groups like college graduates, veterans and laid-off workers, and employment services should be implemented according to the real-name system,” said Premier Li Keqiang at the State Council executive meeting on July 4.
Statistics show that from January to May this year, over 6.13 million new urban jobs were created, a record high. And the national urban unemployment rate was 4.8 percent in May, the lowest in history.
“Stable employment is the top priority of economic development and the biggest livelihood of the people!” the Premier said.
“In the past two years, good economy has brought good employment. But employment has always been a fundamental issue in China’s economic and social development, and must be highly valued,” the Premier added.
The meeting decided that it is necessary to strengthen monitoring the employment situation among major groups in key regions, and make targeted plans.
According to the meeting, measures should be taken to optimize the business environment, thus reducing institutional transaction costs.
In recent years, with the deepening reform of the commercial system, and the development of mass entrepreneurship and innovation, the number of new market entities has hit new records. Private enterprises and small enterprises have become the major job suppliers.
“Emerging new industries have great potential, especially in the service sector, there is still a lot of room for employment,” the Premier said.
“The government must develop more new industry forms and create more jobs in the service industry while vigorously developing advanced manufacturing, cultivating more dynamic market players.”
Employment training, policy assistance and employment of migrant workers were also mentioned in the meeting.
