Details on administrative streamlining released

The State Council rolled out detailed plans on administrative streamlining and transformation of government functions on Aug 14, in an effort to fulfill the tasks deployed at the national teleconference on streamlining administration, combining power delegation with enhanced supervision, and optimizing government services.
The plan consists of 36 tasks, covering major issues such as eliminating unnecessary approvals, cutting approval times, reducing registration times for start-ups, and deepening tax reform for enterprises. And with several concrete measures under each item, the plan also assigns related departments to take charge of the implementation and supervision of each measure.
According to the plan, the time for setting up an enterprise will be reduced to five days, and reviewing construction projects and customs clearance will be halved within five years. A unified nationwide negative list will be introduced in 2018, and the government will further cut taxes and fees to create a better business environment and spur efficient investment.
It also requires boosting market vitality through administrative streamlining and delegating powers, promoting fairness through innovating supervision, and providing convenience and quality services by improving services.
To better implement the plan, the State Council urged all regions and departments to actively undertake the tasks, explore new models and practices, strengthen coordination and improve related laws and regulations.
