Premier calls for comprehensive integration of business licenses

Premier Li Keqiang called for comprehensively integrating and optimizing business certifications and further reducing institutional transaction costs for enterprises in a written instruction on May 26.
The instruction was given to a teleconference regarding advancing the reform of business certificate integration.
Premier Li stressed that business system reform, as an essential part of China’s reform of streamlining administration, has achieved remarkable progress, which has effectively stimulated market vitality and social creativity.
Focusing on supply-side structural reform, China should take the integration of different business certificates into one as the central work in promoting business system reform, the Premier said.
He also urged comprehensively integrating and optimizing business certifications and dealing well with the transition work of the reform in a bid to meet on schedule the reform target of certificate integration.
Meanwhile, institutional transaction costs for enterprises should be further reduced to create an international, legally-based and convenient business environment, promote mass entrepreneurship and innovation, foster new growth engines and make greater contributions to promote economic and social development, the Premier stressed.
State Councilor Wang Yong addressed the conference and said that integrated efforts should be made to ensure a comprehensive implementation of the reform of certificate integration before Oct 1, to create a better business environment with simplified approval procedures, strengthened supervision and optimized services.
Regional governments and related departments should sort and classify business certificates and licenses in accordance with the State Council’s guideline on this commercial reform. Unnecessary approval items or procedures should be cut to improve efficiency of relevant administrative approvals, Wang said.
Efforts also should be made to enhance information sharing and work coordination among departments, reduce repetitive materials submitted by enterprises and the public, and accelerate recognition and application of the "one license, one code” business certificate, the state councilor added.
He also called for strengthening related supervision to ensure a smooth and orderly advance of the business reform.
He urged to speed up electronization of business registration, improve business names’ registration and management, and facilitate simple enterprise cancellation procedures.
“Internet Plus government affairs” also should be promoted, the state councilor said, to actively serve entrepreneurship and innovation strategy and micro- and small-sized enterprises and enhance sound development of the commercial reform.
