Fourth inspection result sent to State Council

At the State Council executive meeting presided over by Premier Li Keqiang on Sept 13, it was stressed that inspections are important to improving government’s supervision and policy implementation.

According to the fourth nationwide inspection directed recently by the State Council in 18 provincial-level regions, in general, local governments have effectively carried out the major policies and tasks set at the Central Economic Work Conference and in the government work report. These efforts have helped to promote supply-side reform and improve people’s lives.

However, there are still problems. For example, laggard capacity cuts are not thoroughly done in some regions, approval periods for investment projects and bank account opening are too long, and unreasonable charges to enterprises remain despite bans, which will be regulated in the next phase.

State Council looks over third-party assessment report

Delegated by the State Council, the All China Federation of Industry and Commerce and the Chinese Academy of Governance conducted a third-party assessment on the implementation of major policies, such as mass entrepreneurship and innovation and promoting investment.

According to the assessment, the policies have exerted positive power for economic restructuring and employment. The assessment report also includes advice on improving policies and enhancing their coordination.

The State Council asked the National Development and Reform Commission and other related ministries to seriously deal with the suggestions from the assessment.

China to strengthen monitoring on money laundering and terrorism financing

The State Council General Office issued a circular on Sept 13 to strengthen anti-money laundering, anti-terrorism financing and anti-tax evasion efforts.

The circular calls for paying close attention to money laundering, terrorism financing and tax evasion in non-financial areas. Risk evaluation should be conducted in high-risk industries.

A monitoring mechanism regarding real estate agencies, sales of precious metal and jewelry and other high-risk non-financial industries will be established, as stated in the document.

China to further promote bio-ethanol gas for vehicle use

The National Development Reform Commission and 15 other departments jointly released a circular on the promotion of bio-ethanol gas for vehicle use.

It clarified that nationwide coverage of the application will become reality by 2020, with a market mechanism and innovative system being established for use of advanced bio-ethanol gas. And the industry will be expected to reach advanced international standards by then.

China to tighten inspection on business operations during upcoming holidays

The National Tourism Administration released a notice on the inspection work during the upcoming National Day and Mid-Autumn Festival holidays, which is aimed at preventing illegal business operations and seeking solutions for possible travel peaks that may lead to stampedes.

According to the notice, related departments will carry out inspections on all tourism industries and enterprises, and impose penalties on any illegal activities found, such as unreasonably low-priced tours with hidden fees, and those without a clear price tag or signed contract.

China to reinforce efforts on poverty alleviation

The Ministry of Housing and Urban-Rural Development, the Ministry of Finance and Poverty Alleviation Office of the State Council jointly released a circular, urging local governments to complete the filing work for impoverished households and reconstruction work of shantytowns in rural areas by 2020.

According to the circular, the reconstruction work and filing work mainly target four categories of groups: impoverished households, those living on subsistence allowance, extremely poverty-stricken rural individuals who are at home and families suffering from both disability and poverty.

In addition, an appraisal will be conducted among those who are listed in the four categories, and people whose housing units are evaluated as C level and D level will be included in the reconstruction plan. And those on the relocation list should be excluded from the reconstruction plan.
