Govt to speed up integrated online service platform

The State Council released a circular of guiding opinion on July 31 on promoting establishment of an integrated online platform for government services nationwide, to bring more convenience to enterprises and citizens.

To build the platform, the circular stressed efforts to develop standards, make use of the current departments and local governments’ service systems, and integrate all kinds of service resources.

It urged maximizing online service supplies, further integrating online and offline services, enhancing coordination among regions and departments on the basis of data sharing, and improve government service procedures.

Some provincial governments and State Council departments will be tasked with trialing the platform in advance, the circular added.

It aims to complete construction of main functions of the platform by the end of 2018 and launch it online by the end of 2019.

The platform is composed of three parts —the national government service platform, and the public service platforms run by State Council departments and local governments —with the national one working as the hub.

The national government service platform should act as a portal for all service platforms, provide unified service management, identity authentication, e-seals, e-licenses and certifications, and be installed with systems of e-supervision, service assessment, consultation and reporting, and user experience monitoring.

The Chinese government website will be the general access to the national government service platform, while the platform should have an independent service interface and access, the circular said.

Online and offline government service items should share unified standards and systems, the circular said.

It also stressed wide application of mobile service supplies in such areas as public security, human resources and social security, education, health, civil affairs, and housing and urban-rural construction.

A work group will be set up by the State Council General Office to conduct the overall design and construction of the platform, according to the circular.
